    Educating for Ethnicity: Local Cultural Vitality Among the Challenges of a Global Economy in Post-Soviet Sakha Republic (Yakutia)

    This thesis examines ways in which indigenous educators in the Sakha Republic (Yakutia), an autonomous republic of the Russian Federation, maintain, revive and transform indigenous linguistic and cultural traditions in the contexts of the Russian Federation and the increasingly global economy. Through an analysis of a revival of ethnically-based education in the Republic, I argue that indigenous educators promote Sakha ethnicity in a way that also actively works to maintain harmonious relationships with the Russian Federation and the globalizing economy. First, educators present Sakha ethnicity in a global context, comparing the Sakha ethnicity to that of more established nations such as the French, Germans, British, and Russians in order to assert the distinctiveness of the Sakha ethnic group. In doing so, however, educators simultaneously promote the importance and value of Russian language and culture, safeguarding against the possibility of destructive Sakha "nationalism" that could spur a tension with continued Sakha participation in the Russian Federation. Second, educators actively work to break down a historical dichotomy between "traditional" and "modern," which associates Sakha culture with the traditional and Russian/European cultures with the modern. In this way educators embrace "modernization" and a global economy and retain the relevance of the Sakha ethnicity

    The regional ranking of human capital development in Russia

    This article examines the rationale for the importance and effectiveness of preparing the rankings of territories as a tool of regional socio-economic policy aimed at leveling the conditions for the socio-economic development of regions. It provides a methodological approach to determining the level of human capital development in the regions of the Russian Federation focused on identifying the quality of the human capital in each subject of the Russian Federation and the causes underlying the existing situation. The author presents a methodological apparatus based on the qualimetric method of indicative analysis, which allows to convert the diverse indicative gures expressed in different units of measure into a comparable type, obtain and differentiate the integrated assessments of human capital level in each subject of the Russian Federation based on the proposed classification of its conditions. The article provides the structure of indicators’ system that models the human capital level by its descriptive components, including its demographic, educational, labor, research, and socio-cultural components. It was found that, in the vast majority of the subjects of the Russian Federation, a human capital is characterized by a predominantly low level of development. The author examines the positions of Russian regions ranked by their human capital level in 2013, presents the dynamics of changes in the human capital level across the Russian Federal Districts, as well as leaders and laggards in the ranking of the subjects of the Russian Federation in 2000–2013. The article provides the structure of integrated assessment of human capital level by presenting the assessments of its components. It establishes the classification of the subjects of the Russian Federation by taking into account the changes in their ranking, which allowed to identify four groups of territories: 1) Regions with consistently successful human capital level; 2) Regions with fairly high assessments in 2013 and, at the same time, significant advancement in the ranking during 2000–2013; 3) Regions with low assessments in 2013 and, at the same time, a significant decline in the ranking over 2000–2013; 4) Consistently unsuccessful regions.This paper was prepared with the financial support provided by the Russian Foundation for Basic Research (grant No. 14–06–31167mol_a The Formation of Mechanism for Managing the Human Capital in the Region in the Context of the Need to Develop High-Tech Sector of the Economy)

    Analysis of the dynamics of gross domestic product and external economic activity of the Russian Federation for 2013βˆ’2018

    Currently, the Russian Federation is a significant geopolitical and economic player in the modern global world, it has its own interests and traditional partnerships with most states, including business representatives of those countries that are trying to restrain its development through restrictions and partial isolation from global development opportunities . Despite the sanctions and the unfavorable world market conditions, the Russian economy showed high plasticity, stability and adaptability to external changes, which was reflected in the positive dynamics of foreign trade growth in the existing conditions. Therefore, the purpose of this article was to conduct a comprehensive analysis of the dynamics of official statistics on economic growth and foreign trade in the Russian Federation for the period 2013-2018. To achieve this goal, the following tasks were solved: 1) an analysis of the dynamics of the gross domestic product of the Russian Federation for the period 2013-2018; 2) the role of foreign trade in the gross domestic product of the country is estimated through the calculation of foreign economic quotas; 3) analyzed the dynamics of foreign trade, imports and exports of the Russian Federation; 4) revealed the shares of product groups in the structure of exports and imports, as well as the most significant counterparties of the Russian Federation. The hypothesis of the study was the thesis of the interdependence of the volume of economic growth and foreign economic activity, including taking into account changes in foreign economic conditions. The article provides a retrospective analysis of the dynamics of economic growth in terms of nominal value and purchasing power parity, as well as the dynamics of foreign trade of the Russian Federation for the period 2013-2018. A preliminary forecast of foreign trade volumes for 2019 is given. The calculation of foreign economic, export and import quotas for the same period. The Russian specifics of the dynamics and structure of export supplies and import flows, as well as the structure of both imports and exports by counteragent countries and enlarged groups of the commodity nomenclature of foreign economic activity, are examined. For the period under review, the nominal GDP fell by 28.8%, while in terms of purchasing power parity, the Russian economy grew by 5.7% over the same period. At the same time, the largest drawdown in the economy occurred in the middle of the period; in recent years, the situation in the economy has improved. The role of foreign trade in the formation of GDP during the period was relatively stable, with the exception of 2018, when the foreign trade quota sharply increased (as well as export and import). The dynamics of foreign trade and export quotas in the Russian Federation are almost identical, while imports depend on export earnings. For the study period, foreign trade turnover of the Russian Federation decreased by 18.4%, export volumes decreased by 14.8%, import purchases decreased by 24.5%. The main problem of the economy and foreign economic activity remains its dependence on the export of mineral products

    Innovation and Technological Development of Industrial Regions Under Social and Economic Insecurity

    The article is devoted to the identification of the characteristics and priorities of innovation and technological development in the industrial regions of the Russian Federation in the context of the ongoing global crisis. The authors come from the hypothesis that, in these circumstances, the strategy of innovative development of industrial regions, in order to ensure their sustainability and the creation of conditions for further growth, should be an integral part of their industrial policies and focus primarily on the modernization and improvement of technical and technological level of basic units. On the basis of the analysis of statistical data about the status of the innovation capacity in the Russian Federation, the authors have identified the root causes of the continuing backlog of advanced foreign countries by the level of innovative development (raw-material orientation of the Russian economy that enhances the technological dependence of the developed countries; insufficient financial support for innovation activities by the state; the orientation of innovation in imitation and borrowing). The necessity to take into account in the development and implementation of the socio-economic strategic regions of the Russian Federation and the close relationship between the industrial-technological and innovation component of social development is proved. In order to improve the effectiveness of regional development policies, the classification of Russian regions considering their industrial and technological specialization is proposed, the required elements and characteristics of effective innovation systems for each type of region are allocated. In the article, the proposals on measures of the state support for innovation development of industrial regions, with the aim of improving their sustainability and competitiveness in the face of geopolitical and economic uncertainty are determined.     In the paper is presented the comparative analysis of macroeconomic indicators of six regions of the Russian Federation neighboring with six countries of the New European Union (EU). The basic line of investigation: ? Interregional comparisons of gross regional products (GRP) by production and by final use; ? Estimation of regional net export; ? Evaluations of financial flows in the system ?region ? national economy ? global economy?, including outflows from regions to abroad of Russia; ? Differentiation of regions by GRP per capita and the econometric analysis of the differentiation factors; ? Changes of GRP in 1996-2001 (divergence or convergence?); ? Major tasks of regional policy. Comparison GRP of Russian regions and GDP of neighboring EC countries (in accordance with methodology of international comparisons) is carried out for the first time. Following tasks of research are formulated.

    THE DEVELOPMENT OF SMES IN THE CONTEXT OF GLOBALIZATION: TOOLS AND METHODS OF SUPPORT

    Background: The paper presents the dynamics of development of SMEs in the Russian Federation. Objective: The purpose is to study the dynamics of development of small and medium-sized businesses in the Russian Federation for the period 2007-2021 taking into account the implementation of state support measures. Methods:Β The study is based on the analysis of statistical data on the development of small and medium-sized businesses of the Russian Federation, presented by the Federal State Statistics Service, as well as the Unified Register of Small and Medium-Sized Businesses of the Russian Federation for the analyzed period, and also shows the dynamics of changes in the main macroeconomic indicators in the context of investment processes, presented Federal State Statistics Service. Results: As part of the Decree of the President of the Russian Federation of May 13, 2017 No. 208 β€œOn the Strategy for the Economic Security of the Russian Federation for the period up to 2030” (http: //www.pravo.gov.ru) as one of the main tasks for the implementation of the direction related to ensuring sustainable growth of the real sector of the economy, support for high-tech small and medium-sized businesses is highlighted. SMEs are called upon to form business networks in certain territories (regions) that contribute to strengthening the processes of cooperation and interaction, on the one hand, and strengthening competitive relationships, on the other. Conclusion. As a result, based on the data obtained from the study, the formation and implementation of state support measures is an integral element in the development of SMEs in the Russian Federation
